The primary mission of Florida Health Partners, Inc. (FHP) is the delivery of high quality behavioral health services to Medicaid Enrollees. FHP is owned by a group of local mental health and substance abuse providers (Florida Behavioral Health, Inc.) and ValueOptions, Inc., a national managed behavioral health care organization. FHP was originally established under Florida statutes on October 1, 1993. FHP began operations in March 1996 to manage the delivery of mental health services to Medicaid Medipass members in Hillsborough, Hardee, Highlands, Manatee, and Polk Counties. FHP was unique in that it was one of the first joint ventures between local behavioral health providers and a managed care company. The providers contribute knowledge of local communities and consumers while ValueOptions contributes managed care strategies and best practices. The goal of FHP has been to provide timely access to appropriate services that produce positive treatment outcomes with high consumer satisfaction.

Florida Behavioral Health, Inc. (FBH) is the service delivery component of FHP. It was established as a joint venture of five comprehensive, behavioral health organizations and incorporated on November 16, 1992, in the state of Florida, as a not-for-profit corporation. The organizations, operating in AHCA Area 6 (Tampa Bay Region) include Manatee Glens Corporation, Mental Health Care, Inc., Northside Mental Health Center, Inc., Winter Haven Hospital, Inc. - Behavioral Health Division, Peace River Center, and Central Florida Behavioral Health, Inc. In 2004, FBH reached an agreement with adjacent provider networks to pursue PMHP contracts in Areas 5 and 7. The agreement called for FBH to restructure its membership and Board by adding representatives of provider networks in AHCA Areas 5 and 7 following FHP's award of the Prepaid Mental Health Plan (PMHP) contracts. The Area 6 providers reorganized as a new provider sponsored network called Pioneer. In Area 5, the Pinellas - Pasco Providers Group (a/k/a P3G - Area 5 providers) includes Boley Centers, Directions for Mental Health, Suncoast Center for Community Mental Health, The Harbor Behavioral Healthcare Institute, Gulf Coast Jewish Family Services, and Personal Enrichment through Mental Health Services (PEMHS). In Area 7, Central Florida Cares provider group includes Lakeside Alternatives, Park Place Behavioral Health Care, Seminole Community Mental Health Center, and Circles of Care. The Area 5 and 7 PMHPs initiated services on August 1, 2005.

Primary Business

Florida Health Partners, Inc. was specifically formed to combine the talents, expertise, management, and operational resources of ValueOptions and Florida Behavioral Health. The partnership's primary purpose is the provision of high-quality, cost-effective behavioral health care and management for Medipass enrollees. FHP provides all of its services through a managed care subcontract with ValueOptions and provider contracts with its owner providers and other community behavioral health organizations. Thus, both ValueOptions and the owner providers of FBH operate at two levels: One is as an owner of the entity that holds the state contract and the other as subcontractors to that entity for managed care and direct service operations. ValueOptions also serves as the managing shareholder of FHP. This arrangement gives AHCA a single point of accountability and communication for the organization. As the managing owner, ValueOptions provides the President and Medical Director from its Tampa Regional Service Center. ValueOptions is also a strong neutral party among numerous providers with competitive histories. This is part of the balance that has made FHP stable and effective since 1996.

The chart below shows the subcontract organizations that provide the FHP Board with the resources and expertise to effectively implement and operate the PMHP. The network providers include both FBH members and other traditional community providers and hospitals.

FHP is proud to provide state of art behavioral health care to Medipass recipients in the eleven counties covered by the PMHPs. FHP uses the latest technology to measure outcomes and define best practices for the many behavioral health disorders including those with severe and chronic behavioral health disorders. We subscribe to the recovery philosophy that states that behavioral health disorders are very treatable and that persons should and do become active and productive members of our community.
